Scott Kipper brings nearly 30 years of insurance, government and lobbying experience to Capitol Partners. Scott served as Nevada’s Insurance Commissioner in 2008-2009, and again from 2011 thru 2015. He led the implementation of significant health insurance changes during his tenue, oversaw the implementation of making the Division a self-supporting agency instead of a general fund agency and developed and maintained the Division’s top tier accreditation status within the National Association of Insurance Commissioners. Kipper worked closely with membership on both sides of the aisle to educate legislators on insurance and divisional issues. He also served on the Federal Advisory Committee on Insurance, an appointment through the U.S. Department of the Treasury, advising federal regulators on insurance issues. Kipper also served as the Agency Administrator (Insurance Commissioner) for the State of Oregon and Deputy Commissioner for Health Insurance for the State of Louisiana, where he served 5 years.
He began his stint in Baton Rouge in the immediate aftermath of Hurricanes Katrina and Rita and was instrumental in rebuilding the health insurance marketplace in southern Louisiana after those storms. He has also served as Vice President for State Affairs for the Pharmaceutical Care Management Association in Washington DC and Regional Director for America’s Health Insurance Plans, also located in Washington DC. In those roles Kipper oversaw the lobbying efforts in numerous states across the country, including Texas, California, New York and Nevada. He also worked as a Government Affairs Director for GE Financial Assurance (now Genworth) and began his regulatory career with the Wyoming Department of Insurance in 1990.
